Daphne man charged with abuse of parents

Arraignment is set Feb. 16 for a Daphne man who allegedly beat his father unconscious with a board, pushed and verbally abused his mother and cut phone lines and the tires of her vehicle to prevent her from leaving her Loxley residence

Steven Michael Zuniga, 29, of Geneva Drive, was arrested Aug. 31 and charged with second- and third-degree domestic violence in the Aug. 29 incident, according to Baldwin County District Court records.

According to a complaint filed by Loxley Police Lt. Raymond Lovell, Zuniga hit his father, Brian Zuniga, repeatedly over the head with a board and continued striking him after he lost consciousness

Daphne to begin Trione Sports Complex repairs soon

The city’s recreation director, David McKelroy, updated the City Council on the Trione Sports Complex repairs at last week’s council meeting.

During a Dec. 11 storm, the complex endured around $75,000 worth of damage, including: eight overturned bleachers; three downed baseball fences; and torn roof shingles on dugouts and the concession stand.

Daphne Council authorizes waiving of fees for Jan. 17 MLK festivities

The Daphne City Council authorized Mayor Fred Small on Monday to waive all fees associated with the Martin Luther King Committee’s march and program at the Daphne Civic Center on Jan. 17, Martin Luther King Jr. Day.

Usually, clean-up and labor fees are around $500 and rental fees are around $900, but the council waived both fees for the occasion.

Lake Forest board changes fees, billing method

Two months after a professional management company took over Lake Forest’s amenities and billing, the neighborhood association’s newly elected board has approved a 2011 budget that means many changes for residents, association officials said.

After the budget was approved Dec. 16, the association mailed coupon books, accompanied by a letter, to Lake Forest residents. The letter explained that each coupon book will replace the year’s 12 monthly statements for membership dues that the Lake Forest Property Owners Association had sent in the past.

The coupon books contain an error on the cover — above the P.O. Box address the neighborhood’s name is spelled Lake Forrest.

Daphne Couple Settles Discrimination Suit

The couple who owns the ‘Pina’s Mobile Home Park” says they don’t keep kids from living there, but they do restrict the numbers, and the federal government says that’s discrimination.

According to the settlement, the couple will have to pay a little more than one hundred thousand dollars to those considered victims of discrimination, and 30-thousand to the government as a civil penalty.

Reverse auction saves city $61K

The city of Daphne recently saved around $61,000 by modifying its traditional project bidding process to an electronic bidding platform, using BidBridge, which allows for reverse auctions and claims true-market values

The city budgeted $235,000 for the purchase of new trash bins, according to the city’s senior accountant, Suzanne Henson; the awarded bid came in at $174,000.

The reverse auction process allows suppliers to place multiple competitive bids, a change from the traditional “one price per vendor” scenario.

Daphne settles $60,000 fire hydrant bill

Fire hydrant purging and testing has been done by the city’s utility service every spring since 1953, when the department was first established. And the bill has always been paid for by the city itself as part of the its larger task of fire protection, said Daphne Utilities Superintendent Rob McElroy.

Then last year, the mayor and City Council took that item out of the 2008-09 budget, expecting Daphne Utilities to absorb the cost.

But, McElroy said, no one thought to inform him

Recycling cut in Daphne?

The city council at its meeting Tuesday proposed eliminating the city’s recycling program if participation in Team Green Recycling’s county-wide program is approved.

Debate was sparked by a presentation from Team Green manager Larry Hoover, who said the transition could save Baldwin County $600,000 per year.

City finance director Kim Briley said the city of Daphne spends $230,000 annually to operate its recycling service.

Mayor Fred Small said the money saved from switching to Team Green’s program could be used to reinstitute twice-weekly garbage pickup.
