Baldwin voters passed a constitutional amendment last fall designed to close a legal loophole that had prevented county officials from controlling, with criminal penalties, hours and activities at local parks.
It turns out it is still a little bit open, said Baldwin County Commission Chief Counsel Scott Barnett.
Barnett presented commissioners a draft ordinance Tuesday that will establish rules and regulations for parks, boat launches and historic sites owned by the county. The law will have more “teeth” than a previous one, he said, because it allows criminal prosecution rather than civil fines
