When Victor Guarisco became a city councilman in 1952, all but two of the roads in town were dirt. The town of about 1,040 residents had no city water system, either.
After serving as mayor from 1976 to 1992, Guarisco retired from the head office of Baldwin County’s largest municipality — with about 18,950 residents, according to U.S. Census estimates — which maintained hundreds of miles of paved roads and a utility service with 8,000 customers in Daphne and Spanish Fort.
Guarisco, Daphne’s longest-serving mayor, died Tuesday at the age of 87. He had fought a years-long battle with emphysema and related lung problems, family members said.
