Judge hears arguments on sewer deal

The question: Did the Baldwin County Commission go outside its authority when it entered into an agreement — apparently unprecedented in the state — with a private California company to establish a nonprofit agency to build and manage sewer treatment centers?

The answer could be given in coming days or weeks by Baldwin County Circuit Court Judge Lang Floyd.

If an appeal is filed with a higher court, however, the final resolution could take months or years.
